New Regulations for International Students in Canada

Ottawa, November 15, 2024 – Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has announced new regulations for the International Student Program (ISP), aiming to strengthen the system’s integrity and protect international students.

The changes include a modification to the number of hours international students can work off-campus, now allowing up to 24 hours per week during academic sessions. Full-time students in eligible programs can work full-time during breaks.

Additionally, international students must now apply for and be approved for a new study permit before changing institutions. Designated learning institutions (DLIs) are also required to submit compliance reports, with penalties for failure to do so, including potential suspensions from accepting new international students.

Minister of Immigration, Refugees, and Citizenship, Marc Miller, emphasized that these measures are designed to balance work opportunities with education and enhance the program's sustainability and student protection.

For further information, the IRCC will continue to monitor and verify compliance, with a special focus on Quebec’s DLIs, which are in the process of setting up reporting systems.
